Enable T-Mobile AWS Bands on AT&T Galaxy S4

I have an unlocked AT&T Galaxsy S4.  I am on T-mobile and the phone works, but I either get 4g-LTE or Edge.  I did the research and found that the AWS Bands that T-Mobile uses for it's HSPA (3G) are disabled on the SGH-I337 AT&T S4.  A little more searching and I found the web site:  http://galaxys4root.com/galaxy-s4-tutorials/how-to-enable-t-mobile-hspa-aws-bands-on-att-galaxy-s4-sgh-i337sgh-i337m/

I have followed the instruction on the site (with the exception that I had to use *#0808# instead of *#7284#), but when I get to the the part where you recover the 337_AWS.qcn, I get the error "Received an invalid command from the phone"

Has anyone else gotten this error when trying to enable the AWS Bands on your AT&T phone and how did you get past the error?
